Project Manager

GENERAL PURPOSE

Working closely with the Head of Department (“H.o.D”) the Project Manager will work towards achieving optimal returns from the exiting Real Estate portfolio of assets by implementing Capital Expenditure (“CapEx”) projects & procurement programmes in line with the approved Asset Management strategy for the portfolio.     


RESPONSIBILITIES


Project Scoping 

  • Maintaining an updated schedule of prospective CapEx projects / procurement programme items across the portfolio spanning over multiple years;
  • Defining the scope and/or brief for specific CapEx projects and procurement programmes in order to inform upstream value chain participants (i.e. consultants, contractors, suppliers/service providers) for purpose of concept design and/ or preparing cost estimates;



Budgeting, Programming & Feasibility Assessment 

  • Identifying & appropriately selecting suitable consultants, contractors, suppliers/ service providers in a manner which is aligned to the company’s Procurement Policy;
  • Preparing CapEx project & procurement programme budgets based on submissions made by consultants, contractors, suppliers/ service providers;
  • Preparing project programmes purpose of informing cost estimates and feasibility assessments;
  • Undertaking project and/ or procurement programme feasibility assessment in respect of ROI, Cash – Flow, Quality and Time parameters;
  • Procuring concept designs and floor plans from Architects for purposed of project feasibility assessment;
  • Procuring cost estimates from Quantity Surveyor’s and/or Contractors;
  • Procuring product specification and cost estimate from Suppliers and/ or Contractors;
  • Auditing asset condition in respect of regulatory & non- regulatory compliance directly or via the services of consultants (e.g. engineers, architects);
  • Modelling of investment returns (where appropriate to do so) in conjunction with H.o.D or relevant Asset Manager;
  • Negotiating project and/ or procurement programme paramaters ( Cost, Time & Budget) with consultants, contractors, suppliers/ service providers for purposes of attaining feasibility;
  • Preparing, submitting & presenting CapEx Memorandum for approval by H.O.D and/or ExCO


Project Execution Management 

  • Coordinating and managing the activity of consultants, contractors, suppliers/ service providers for the purpose of achieving specific CapEx project & procurement programme objectives;
  • Convening, running and/ or attending all necessary project meetings;
  • Facilitating the diagnosis of problems in the project/ programme execution value chain and managing solutions implementation;
  • Coordinating and managing the activity of the relevant internal stakeholders for the purpose of achieving specific CapEx project & procurement programme objectives;
  • Undertaking project Time management in order to ensure the projects are delivered within the approved timeframes;
  • Undertaking project Budget management in order to ensure that projects and/or procurement programmes are delivered within the approved budget parameters;
  • Undertaking Contract management to ensure that, consultants, contractors, suppliers/ service providers are meeting their obligations as stipulated in contracts such JBCC, PROCSA or SLA’s.

Post Mortem Assessment & Reporting 

  • Submitting regular reports to H.O.D and/or ExCo on the progress of projects and/ or programmes which have been approved for execution or inclusion on project/ procurement programme schedule;
  • Undertaking post-mortem reviews of the project and/ or procurement programme’s impact on the portfolio strategy execution for purpose of making recommendations for future projects and programmes


EDUCATION:

  • Pr.CM/ Pr.CPM designation as registered with the South African Council of Construction Management Professionals (SACPCMP);


EXPERIENCE

  • 3/4 year qualification in Construction/ Built Environment/ Property Studies is preferred;  
  • At least 5 years as a Project Manager in the Built Environment or Real Estate environment;
  • Strong Verbal and Written Communication Skills
  • Computer Literacy
  • Intermediate to advanced Microsoft Excel Knowledge & Skills
  • Intermediate to Advanced Microsoft Word Knowledge & Skills
  • Intermediate to Advanced Microsoft PowerPoint Knowledge & Skills
  • Advanced Project Management software knowledge & skills ( e.g. MS Project or other);
  • Preparing and presenting reports to a Senior Management/ ExCo audience;
